Stephen Tolbert
Senior Vice President, Civil Government Group
As Senior Vice President and Director, Stephen Tolbert leads a team responsible for management consulting, program management, and information technology solutions across all federal civilian agencies. Clients include the Departments of Agriculture, Commerce, Energy, Interior, Labor, State, Transportation and Treasury; U.S. Agency for International Development; Environmental Protection Agency; Federal Deposit Insurance Corporation; Government Accountability Office; Administrative Office of the U.S. Courts; Small Business Administration; and the Office of Personnel Management.
Tolbert has served various leadership roles in his eight years at SRA, including senior principal and program manager for the National Archives and Records Administration Information Technology Support Services Program, vice president and business program manager for the Federal Deposit Insurance Corporation (FDIC) Infrastructure Services Contract (ISC) Program and, most recently, as vice president and director of SRA's Financial and Enterprise Solutions strategic business unit. He also serves as executive sponsor for SRA CARES, the organization's corporate philanthropy program.
Prior to joining SRA, Tolbert was chief executive officer and president of Global Systems & Strategies, Inc., a consulting firm that provides IT and information security, privacy, program and business management services to the federal government. In his career, he has also held leadership roles with HFSI, Zenith Data Systems, and Federal Data Corporation.
Tolbert is a graduate of the University of Maryland, where he received his B.S. in Computer Science.
