Homeland Security Fusion Center Programs

Professional Training

Every fusion center must meet national standards and requirements or risk loss of funding. Many of those standards mandate specific, Department of Homeland Security (DHS)-approved courses delivered by certified trainers.

SRA Fusion Center Programs helps fusion centers meet these crucial national standards through approved training. SRA offers a range of classes, from basic to advanced, to prepare officers, analysts and other personnel for all-crimes and all-hazards missions.

Our expert trainers bring real-world experience in homeland security. Since 2005, we have staffed over 60 intelligence analysts, policy experts, advisors and law enforcement personnel in all six California fusion centers. We understand how to balance critical information-gathering and dissemination with legal and ethical requirements.

The SRA Curriculum

Intermediate Fusion Center Analyst Training (IFCAT) Program

IFCAT is a prime example of the training we offer. This DHS-certified, 125-hour program is our flagship course and the finest offering of its kind in the country. The costs for this class are 100% fundable through your DHS training grants.

IFCAT training incorporates the competencies identified in Common Competencies for State, Local, and Tribal Intelligence Analysts (June 2010), developed by DHS and the U.S. Department of Justice Global Justice Information Sharing Initiative.

IFCAT consists of four modules presented online and in the classroom. The delivery schedule, including choice of specific modules, can be modified to fit your needs.

  • Analysis and Terrorism Prevention (online)
  • Critical Thinking and Analytic Techniques (classroom)
  • Communication Skills and Analytic Writing (online)
  • Strategic Analysis and Oral Briefings (classroom)

Learners complete the program by progressing sequentially through each of the four modules. Each is presented in an active learning environment to engage the learner to acquire, comprehend, and demonstrate knowledge of the cognitive abilities required of analysts. The program builds on the learners' basic analytic training to broaden their role in the intelligence analysis process.

Coursework requires learners to prepare a finished intelligence assessment on a topic, issue, or threat of interest to their fusion center. This take-away product provides an immediate, direct benefit to the fusion center.
