Building Security Partnerships

Interdependencies between and among modern infrastructure, including systems, networks, supply chains and people, require coordination and awareness at all levels. Effective and enduring public-private relationships help communities, governments and businesses plan and react faster to threats in an all-hazards environment.

SRA has broad experience developing and refining cooperative frameworks to enhance critical infrastructure security. We helped support the creation of some of the very first public-private security partnerships in the United States.

Experience and Results

  • Helped the Department of Homeland Security and the National Infrastructure Advisory Council conceptualize, form and charter the Critical Infrastructure Partnership Advisory Council
  • Worked closely with federal partners to establish the 18 Government Coordinating Councils, a relationship that continues today
  • Helped create and continue to support the State, Local, Tribal and Territorial Government Coordinating Council and the Regional Consortium Coordinating Council (RCCC)
  • Assist critical infrastructure Sector-Specific Agencies in maintaining, expanding and maturing their relationships with government at all levels and with the private sector
  • Aid state and local fusion centers, like the Northern California Regional Intelligence Center, and support federal and local efforts to build operational partnerships
  • Help ensure the right organizations are represented in security efforts by mapping sector and cross-sector interrelationships among partners
  • Support DHS by working with the All-Hazards Consortium and the RCCC to analyze and draft reports on a variety of topics, including recent trends in regional resilience
  • Assisting in the start-up of the Cyber Security Advisor program in support of the DHS National Cyber Security Division
  • Policy analysis, including work on the Freedom of Information Act and State "Sunshine" laws, Federal Advisory Committee Act, Paperwork Reduction Act, and various security-focused regulatory regimes
  • Develop outreach and marketing products to increase awareness of public-private partnerships, organizations and benefits
